While the dress may have been the right length when Clare arrived Ann Duncan told the reporters. Yet it was the case that the outfit’s spandex fabric caused it to ride up so it became much shorter than what was allowed under the prom rules.
“It was right below her butt cheeks by the time I saw her,” Mrs. Duncan told WTVR.
