Job Responsibilities

Performs complex professional work providing vision, ongoing direction, and support to the Human Resources Team in planning, development, and implementation of the District’s Strategic Directions, leading contractual negotiations and employee relations issues, ensuring adherence to the district, state, and federal requirements, working in partnership with District leadership on a variety of human resources related tasks in support of the District’s plans and goals, advising District administration and supervisory staff on issues related to employee performance and discipline, including investigations, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Superintendent. Departmental supervision is exercised over assigned personnel.

Responsibilities:

  • Directs all aspects of the Human Resources Department for the District including compensation packages, recruitment, employee relations, benefits administration, contract management and implementation, job description development, and performance management; supervises and evaluates human resources department staff.
  • Provides and leads a service-orientated department culture for all staff. Serves as the District’s main employee and labor relations contact by providing leadership and interpretation of policies and contracts, advising supervisors during instances of conflict or performance concerns, and investigating potential workplace concerns.
  • Leads contract negotiations with all groups in partnership with other District leadership; oversees changes and updates made to employment contracts. Advises on policies and procedures to ensure accurate implementation and adherence to federal, state, and local laws/statutes.
  • Ensures effective and efficient delivery of the recruitment, screening, selection, and assignment of positions and salaries of all staff, along with transfers, promotions, and separations of District staff.
  • Supports administrators and employees in all personnel due process efforts to assure legal requirements are followed and employee rights maintained, including the distribution of wage documents.
  • Develops and delivers professional development to administrators and others as needed, focusing on aligning to the District’s Strategic Directions and core values.
  • Serves as a role model for the District’s core values and as a member of the District’s Human Rights Team for employee complaints; ensures compliance with the District’s harassment and discrimination policies and related laws.
  • Monitors the worker’s compensation program for the purpose of ensuring compliance with reporting, workplace safety, and supporting the medical needs of staff through oversight and participation in the leave of absence and ADA accommodations process.
  • Oversees the licensing process for licensed staff.
  • Directs the classification of job creation and job studies for the purpose of ensuring positions are classified and paid according to rating and in compliance with applicable state and federal regulations.
  • Partners with leadership to ensure comprehensive onboarding and orientation for new staff.
  • Participates in the insurance advisory committee for the purpose of ensuring accurate and clear communication regarding insurance information/concerns between administration, employees, and the provider(s).
  • Oversee human resources-related government reports and communications.

Requirements

  • Master’s degree and extensive experience directing the operations of a human resources related department, providing advice and expertise on employee relations and contractual negotiations, or equivalent combination of education and experience.
  • Comprehensive knowledge of district policies and procedure; comprehensive knowledge of state and federal employment laws; comprehensive knowledge of collective bargaining agreements and individual employment contracts; comprehensive knowledge of best practice human resources procedures.

Physical Requirements

  • This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force.
  • Work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work occasionally requires exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and exposure to bodily fluids.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic).
